On May 7, 2020, the Ministry of Industry and Information Technology issued the "Notice of the General Office of the Ministry of Industry and Information Technology on Promoting the Comprehensive Development of the Mobile Internet of Things", which clearly put forward relevant requirements for the establishment of the mobile Internet of Things. It is necessary to accelerate the promotion of 2G/3G Internet of Things business migration and network transformation, and establish a comprehensive mobile Internet of Things ecosystem of NB-IoT (Narrowband Internet of Things), 4G (including LTE-Cat1, that is, 4G network of rate category 1) and 5G. On the basis of deepening 4G network coverage and accelerating 5G network construction, NB-IoT is used to meet the needs of most low-rate scenarios, LTE-Cat1 (hereinafter referred to as Cat1) to meet medium-rate IoT and voice requirements, and 5G technology to meet more High-speed, low-latency networking requirements.
Cat.1全称LTE UE-Category 1。顾名思义，Cat.1是4G通信LTE网络下用户终端类别的一个标准。3GPP组织制定LTE标准的时候用Cat.1～20来衡量用户终端设备的无线性能，也就是划分终端速率等级。其中Cat.1上行峰值速率5Mbit/s，下行峰值速率10Mbit/s，定位于面向物联网应用市场的一个类别。全球移动物联网技术标准和产业格局的演进趋势的推动下，Cat.1的各项优势逐渐显现。Cat.1芯片及模组的不仅成熟度和集成度更高，模组的硬件架构也更简单、外围硬件成本更低，还能够在短时间内形成规模效应。此外，随着2G/3G的加速退网，国内三大运营商也开始积极引导行业用户使用Cat.1终端模组。自此，新晋“网红”Cat.1诞生。
Cat.1 is called LTE UE-Category 1. As the name suggests, Cat.1 is a standard for user terminal categories under 4G communication LTE networks. When the 3GPP organization formulates the LTE standard, Cat.1-20 is used to measure the wireless performance of user terminal equipment, that is, to divide the terminal rate level. Among them, Cat.1 has an uplink peak rate of 5Mbit/s and a downlink peak rate of 10Mbit/s. It is positioned as a category facing the IoT application market. Driven by the evolution of global mobile Internet of Things technology standards and industrial structure, the advantages of Cat.1 have gradually emerged. Cat.1 chips and modules not only have higher maturity and integration, the module hardware architecture is also simpler, the peripheral hardware cost is lower, and the scale effect can be formed in a short time. In addition, with the accelerated withdrawal of 2G/3G, the three major domestic operators have also begun to actively guide industry users to use Cat.1 terminal modules. Since then, the new "net celebrity" Cat.1 was born.
如上图三种速率的应用场景都有对应的蜂窝模块满足要求，那为什么还需要 NB-IOT、Cat.1、eMTC 来支撑呢?主要有以下几个原因：

2. NB-IOT cannot meet the needs of medium speed and mobile characteristics. The development of eMTC is not satisfactory, and the domestic industrial ecology has not kept up. Cat.1 has become the best choice.
3. Can seamlessly access the existing 3G/4G network.
